EPC explained

 

EPCs (Energy Performance Certificate) for property's were first introduced in 2007 as part of home information packs (Hips) for home sellers. Hips were stopped in 2010, but EPCs remained, if you're selling or renting your property you are legally required to still have an EPC in place.

 

You must have at least commissioned the energy performance certificate when you put your property on the market or up for rent, it can be arranged through your estate agent or directly with a Domestic Energy Assessor.

 

Home reports, Scotland’s equivalent of Hips, are still required in Scotland and include an EPC (known as an energy report). They also include a survey and a property questionnaire.

 

EPCs were also introduced to the rental market in 2008. In most cases. landlords marketing their properties for rent must have an EPC available for prospective tenants to view or risk a fine.

Are you aware of the new minimum level of energy efficiency required to let domestic properties?

The Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 have been put into place to deal with the least energy efficient properties in England and Wales.

From the 1st April 2018, it will become unlawful to grant a new lease (including lease renewals) on a domestic property with an Energy Performance Certificate (EPC) rating of F or G, unless an exemption applies.

 

If you're a landlord, property owner or have clients interested in the privately rented sector, there are a few things you'll need to remember:

  1. An EPC will need to be issued before the next time a property is let

  2. An EPC rating may have decreased overtime since improved building regulations

  3. A property must be able to achieve an E rating, OR can achieve an E rating by 2018 (unless an exemption applies), if the rental terms are changing, or likely to change

Much like the multi-coloured sticker on a new appliance, an EPC tells you how energy efficient a building is and gives it a rating from A (efficient) to G (inefficient). They let the person who will use the building know how costly it will be to heat and light, and what its carbon dioxide emissions are likely to be.

 

The EPC will also state what the energy efficiency rating could be if improvements are made, and highlights cost-effective ways to achieve a better rating. Even if you rent your home, some improvements noted on the EPC might be worth your while - such as loft insulation.

 

Once produced, an EPC is valid for ten years.

The HSE Approved Code of Practice (L8) advises that ‘organisations or individuals’, who provide residential accommodation or who are responsible for the water system(s) in their premises, are required to ensure that the risk of exposure to legionella in those premises is properly controlled.

 

So, landlords of residential accommodation have responsibilities for their tenants in this area.
